The number of TIF Districts varies from year to year based on whether or not any new TIF Districts are
created or whether or not any existing TIF Districts expire or are terminated. A TIF District in the City
of Chicago is created by an act of the City Council and is procedurally based on the Illinois Tax
Increment Allocation Redevelopment Act. Under the Illinois Tax Increment Allocation Redevelopment
Act, a District may expire at the end of the term of the District or may be terminated if no activity has
occurred within the TIF District for a period seven years. The Illinois Tax Increment Allocation

The following TIF Districts were excluded from this portion of the analysis because these Districts exhibited overall growth rates over 5,000%:
(a) Chinatown Basin (Central Region) - 51,605% growth
(b) Calumet/Cermak (Central Region) - 5,428% growth
(c) Archer/Courts (Central Region) - 7,451% growth
(d) Drexel (South Region) - 5,886% growth
(e) Homan/Grand Trunk (Southwest Region) - 15,113% growth
Information from the Cook County Clerk’s Office indicates that the following Districts had a base EAV of $0. We excluded these TIF Districts from this portion of the analysis because to compare the base EAV to the Incremental EAV, we would have to divide the Incremental EAV by 0:
(a) Lakefront (South Region) - Incremental EAV=$6,008,507 at the end of 2009
(b) 26th/King (South Region) - Incremental EAV=$17,255,527 at the end of 2009
(c) 67th/Cicero (Southwest Region) - Incremental EAV=$7,756,313 at the end of 2009
No information on the following two TIF Districts is available from the Cook County Clerk’s Office:
(a) 40th/State
(b) 63rd/Ashland
